Overview
The Subclass 189 Visa is a permanent visa. To apply for this visa, the applicant must first be ‘invited’ to apply. It is not possible to apply without first having been invited.
There are 3 distinct steps to a subclass 190 application. These are:

Expression of Interest (EOI)
Visa application
Unlike the subclass 190 and 491 visas, the Subclass 189 visa does not involve a state or territory government. Rather, the Department of Home Affairs will invite applicants that have the most competitive EOIs.
Applicants must ensure they have an eligible occupation on the relevant occupation list and have enough points on the ‘points test’.
A challenge for aspiring Subclass 189 Visa applicants is the unpredictability of if, or when, they might be invited to submit an application. The Department invites applicants at their discretion. For this reason, it is generally recommend consideration of alternate visa options simultaneously, so as to prepare for the possibility an invitation is not received by a required deadline.
